Abdihakim Ibrahim Unveils Plan to Protect Every Taxpayer Dollar

– Fraud robs resources from housing, safety, health, infrastructure, and essential services. At a time when the budget is facing pressure driven by the Hennepin Healthcare (HCMC) crisis and federal cuts, it is the bare minimum for any political candidate to address the misuse of public funds. As Hennepin County Commissioner, Abdihakim Ibrahim has promised to pursue a comprehensive, zero-tolerance accountability agenda against fraudsters and their enablers. He will introduce and work to pass resolutions containing the following items:

  1. Launch a 100-day countywide fraud-risk review.
  2. Fully staff and strengthen the Fraud Prevention and Program Integrity Team (FPPI), giving it the resources and authority needed to act.
  3. Create a secure, countywide reporting system—including a confidential hotline—for employees, whistleblowers, activists, contractors, and residents to report suspected misuse of public funds. The system would build on the county’s existing public-assistance fraud-reporting process and expand accountability across contracts, grants, provider payments, procurement, and more.
  4. Establish an independently vetted community advisory panel to review public reporting, recommend periodic reforms, and publish findings concerning fraud prevention and the misappropriation of funds.
  5. Bar individuals and entities responsible for fraud, after due process, from receiving county contracts, grants, or provider payments to the fullest extent permitted by law.

“Hennepin County residents, especially families in District 3, cannot afford another term of throat-clearing, euphemisms, and excuses when it comes to public funds,” Ibrahim said. “Tackling this issue will be a priority for me on day one.”

Ibrahim will release a policy memorandum detailing his plan to tackle fraud and waste after the August 11 primary.
